A misunderstanding has arisen through the

Foreign Office raising objection to the Foreshore and

Sea Bed (Amendment) Ordinance, No. 26 of 1932. This

they were moved to do after considering a letter from

the China Association (enclosure in (3) on 92583/32)

in which the original mistake regarding the title of

the Ordinance was made.

It is now clear that the objections raised

by theForeign Office as to possible repercussions in

China do not apply to Ordinance No. 26of 1932 but to

the draft Bill of the Foreshore and Sea Bed Works

Ordinance the provisions of which were approved in

(7) on 82746/31/31 and a copy of which, as amended

in accordance with the suggestions contained in that

despatch, was published for information in the

supplement to the Hong Kong Gazette on August 19th

last (filo copy herewith. No spares available).

The Foreign Office were not consulted

when the draft bill was under consideration here as

the possibility of repercussions in China had not
